This problem is known to occur with version 3.x of the Internet Explorer.

Q160256 for a detailed description on how to fix the problem.

In short, your History and Temporary Internet Files folders are probably corrupt. You can fix the problem by issuing the following commands from DOS:

cd \windows
smartdrv
deltree tempor~1
deltree history

Then, re-start your computer and try again.
